When did this Obama cell phone thing start?

I think some group of people who dont claim to be conservative got some cell phones from the government.

I believe it started under Reagan. Was a program to get low income folks landlines so they could access the "new" 911 system. It has morphed over time to a cell phone program since land lines are going the way of the do-do.

I think the theory is that you can't get a job if you don't have a phone for them to call you back on.
